The main concerns being aired about this Lidl development so far are major traffic issues, inappropriate size and design of the proposed development for it's location, safety concerns due to the proximity of a creche

and primary school, affect on local business, escalation of anti-social behaviour issues of recent times due to supermarket off licence sales, flooding issues, affect on residents in close proximity specifically in relation to parking and disturbance, deliveries, noise pollution and right to light. It should be noted that this group is for development on the site, and not about preserving the site in it's current state, this is about saving the village from a major development that could cripple local infrastructure because of the above outlined concerns. We want to save this site for suitable development that will compliment and enhance our village.

The Inspector recommended Refusal of planning but the Board overturned his decision by 2:1

Permission is granted with following conditions: Trading Hours: Monday to Saturday 8 am to 9pm; Sunday 10:30 to 7pm
Deliveries : Truck no longer than 10 metres
Material & Finishes : To be agreed with ABP Boundary Wall: 1.1 metre wall on st Bridgets avenue Lighting:
Low level and to be reviewed Car Park: Public at all times
Totem Pole : Gone

Dear Sir, I wish to make an observation in support of the application submitted by Laura Fingleton on the 7th January.

Portmarnock Village has the following age groups:
School going children: 78, Old age pensioners: 46
Crèche going children: 45 to 90 at differing times They all have to cross the road at some time or other during the day and there is only one access point and that is at St. Laurence O’Toole Ave., the site of entry for deliveries and customers for the Tin church development.

This constitutes a major health and safety issue. The potential for minor and fatal accidents has not been assessed nor brought to the attention of Fingal’s Health and Safety statuary body nor ambulance service for their observation.

The traffic congestion studies have shown that traffic will increase dramatically by way of shopping at the Lidl supermarket and the relaxation of parking parameters inside the development.The ignoring of the traffic statistics when granting permission demonstrate that the decision is ill founded. Parking at St.Brigid’s Ave.

Dear Sir,
I am writing to record my opposition to the proposed development and to support the traffic concerns expressed in the applications posted both by Sabrina Joyce and Julian Keenan, Trafficwise consultant engaged on behalf of the Concerned Portmarnock Village Traders on

5/1/2015.
I enclose a diagrammatic representation of traffic parking and flow as seen on December 17th at the

Tin Church site and its surrounds. Superimposed is the parking and projected traffic flow as expected at average times for a Lidl supermarket. The parking allotment at the proposed centre is approx. 70 and from the report we see that the expected increased traffic for the future is an average of 1200 vehicles per day. A supermarket as permitted will envisage emptying/filling its parking bays on average 10 times a day.

Anyone can foresee that the diagram does not dramatise the parking or flow. It adequately demonstrates that the proposed development can only lead to traffic chaos at Portmarnock Village.

Please refuse the granting of permission for this development and do not allow the despoilment of an iconic seaside village for the sake of the advancement of a business venture.

Dear Sir,
I wish to lodge an observation and appeal against the granting of permission to develop a supermarket etc. at the old tin church site at St. Anne’s Sq. Portmarnock.

Attached is a diagrammatic map showing location of outlets where one can buy fast food, alcohol and restaurant food. The outlets are on a stretch of road between the roundabout from the Baldoyle Road and the traffic lights at Carrickhill in Portmarnock village, a strip of road not longer that.

Do we really need another outlet for alcohol of the size and nature of a Lidl outlet? In fact, we have a major supermarket within 5mins. of the village and another Lidl in Baldoyle within 15mins of the village. I submit that the granting of permission is ill founded and without merit in a location where opportunities for development of quality will be missed.

Dear Sir,
I write to lodge my observation re. the above and am appending signatures of those who share the same opinion as to the planning file.The access to any village and especially that of a coastal scenic village is its primary asset and the successful life of the area is proportional to the sharing and balanced use of that asset. Portmarnock village access road is Strand Road and it forms the only route linking Baldoyle on its south side and Malahide on its north side.

The Urban Centre Strategy report of 2010 adequately and succinctly outlines the development, planning and consequent opportunities for the Portmarnock/Strand Rd. area and specifically the Tin Church site. It does not detail the opportunities so I list those below to stress the importance of the balance contained in this Fingal planning study.

Historical opportunities for visitors.-Portmarnock links golf club and Portmarnock Golf Links club with 33,000 visits last year. Tourist development potential for Royal Dublin, St.Anne’s , The Island and Baltray for 100,00 if linked as the best Links Golf trail in the world within 7miles of a capital and airport.-Great houses of the East coast including the Jameson, Plunkett and Beechwood
farm account diaries, Martello Towers the Lutyens designed Lambay house.

-Summer artistic painting of the dozens of Irish art such as Walter Osborne whose famous “The card players” was painted in the immediate area. Also of note are the pastoral scenes painted by Nathaniel Hone, both artists of national importance and hung in our National Gallery.

-The famous landing of the Southern Cross on Portmarnock’s Velvet Strand, 5 miles of fine sand and safe bathing.

-A unique UNESCO designation of Dublin Bay including the estuary at Portmarnock coupled with the area of Special Scientific Interest at Baldoyle Bay make the area a prime location for worldwide ecotourism and a brilliant compliment to the Wild Atlantic Way on this side of Ireland and support to the
envisaged Cycle way. Our bay is home to many thousands of migrant waders and seabirds to be discovered by wildlife enthusiasts worldwide. Unique stands of wild flowers are to be found in the dune complex at our Velvet Strand.

-The great gardens of the Talbot Malahide Castle and the start of a garden trail by a northern heritage way to Newbridge House and Ardgillan Castle can be accessed wonderfully from Portmarnock village.

Surely the inappropriateness of the current application and the granting of

permission must be recognized as a prime example of the truth whereby current decisions limit future choices. The opportunity to bring revenue to the area by way of planned development of the assets and resources available to the area exists. Instead development as granted will see the added value of the area swell
the coffers of overseas investors.

Please rethink the granting of permission and see that a first development plan

does not have to be the correct one. For our lovely village, we humbly request

that the developers plans are overturned and favour be given to plans that allow

for the enhancement of Portmarnock village as a heritage site of prime

importance .

Tin Church Site Lidl Application : Update
5 Appeals have been lodged with An Bord Pleanala. Appeals have been lodged by Concerned Traders Portmarnock and PCA as well as 2 private individual appeals ( one at least on behalf of local residents). One person has requested an Oral Hearing.
The 3rd Party appeals are very long and detailed but are well worth reading .
The developer has also lodged an appeal seeking to remove 3 of the 20 conditions attached to the granted planning permission 1) They don,t want opening hours restrictions , 2) They want the Totem pole reinstated and 3) They dont want to provide of a piece of art work as they state that they are already providing a contribution to a public Plaza .

An update on this evening's meeting, held to discuss Fingal granting permission to Lidl. Three groups will lodge objections to An Bord Pleanala - the PCA, a group representing St. Anne's residents and a group representing businesses in the village. These objections must be lodged by 3pm on 7th January 2016. At that stage, concerned parties can make submissions/observations to An Bord Pleanala detailing points raised in those three objections that they wish to comment on. To do this you must have lodged an initial submission to Fingal County Council and have proof of that submission being received. There is also a fee of €50 required. Further information will be posted here, as it becomes available.
