Barangay Local Government Unit of Calube, Sultan Naga Dimaporo headed by Punong Barangay Hon. Bonifacio Almerol Mabaga Jr. actively participated in the 2nd Quarter Nationwide Simultaneous Earthquake Drill to strengthen disaster preparedness and promote safety awareness within the community.

In behalf of the Calube We would like to extend our sincere appreciation to the MDRRMO, Municipality of Sultan Naga Dimaporo, Lanao del Norte for their guidance and support in the conduct of this activity.

BLGU CALUBE, Sultan Naga Dimaporo, Lanao del Norte Commemorates 128th Philippine Independence Day

The Barangay Local Government Unit of Calube, Sultan Naga Dimaporo commemorated the 128th Philippine Independence Day, June 12, 2026, through a flag-raising and wreath-laying ceremony at the Covered Court Calube , honoring the sacrifices of Filipino heroes and reaffirming the values of patriotism and public service in line with this year’s Independence Day theme, “Kalayaan, Kinabukasan, Kasaysayan.”.

The activity was attended by Barangay officials led by Punong Barangay Hon. Bonifacio A. Mabaga Jr. , together with SK Officials, BPAT/TANOD, All Barangay Workers.

Punong Barangay Bonifacio A. Mabaga Jr. , in his inspirational message,
“Today, as we commemorate the 128th Anniversary of Philippine Independence, we honor the courage, sacrifice, and patriotism of our heroes who fought for the freedom that we enjoy today,” underscored that independence is not only a celebration of past victories but also a call for continued commitment to community and nation-building. Blgu-Calube, Sultan Naga Dimaporo, Lanao del Norte Officials headed by Punong Barangay Hon. Bonifacio A. Mabaga Jr. attending the CY 2025 Retooled Community Support Program (RCSP) Townhall Meeting on March 31, 2026, at the Kalimudan Multi-purpose Hall, Pigcarangan, Tubod, Lanao del Norte.

Barangay officials of barangays Calube , Sultan Naga Dimaporo actively participated in the dialogue, presenting queries and proposals aligned with their priority projects as reflected in their respective Enhanced Barangay Development Plans (E-BDPs). Through meaningful exchange and constructive discussion, partner agencies were able to provide guidance, technical inputs, and possible interventions responsive to the needs of the communities.

The activity was attended by representatives from various National Government Agencies (NGAs) and Provincial Government Agencies (PGAs), namely the PNP PHQ-LDN, 2nd Mechanized Infantry Brigade, Department of Environment and Natural Resources (DENR), Department of Public Works and Highways (DPWH) – 2nd District, Department of Agrarian Reform (DAR), Provincial Agriculture Office (PAGRO), Provincial Health Office (PHO), Provincial Social Welfare and Development Office (PSWDO), Provincial Environment and Natural Resources Office (PENRO), Provincial Disaster Risk Reduction and Management Office (PDRRMO), Technical Education and Skills Development Authority (TESDA), and the Provincial Government of Lanao del Norte headed by Governor Mohamad Khalid Q. Dimaporo, demonstrating strong inter-agency collaboration in addressing the priority needs of the communities.

Provincial Director Edward G. Bhagwani, JD, MNSA, CESO V emphasized that the RCSP Townhall Meeting demonstrates the government’s firm commitment to responsive and inclusive governance by bringing services closer to the people. He highlighted that through strengthened convergence and active citizen participation, barangays are empowered to effectively communicate their priority needs, enabling government agencies to deliver timely, targeted, and sustainable interventions that support resilient and progressive communities.

The Retooled Community Support Program (RCSP) remains a strategic convergence mechanism for local governments, particularly at the barangay level, in identifying issues that require government intervention. Ultimately, it strengthens participatory governance by ensuring that development efforts are responsive, inclusive, and anchored on the genuine needs of the community.

In line with Memorandum Circular No. 116 issued by the Office of the President, DILG 10 Regional Office and its field offices will adopt a Work-from-Home (WFH) arrangement from 8:00 AM to 12:00 NN on April 1, 2026.

Work is suspended from 12:00 NN onwards on the same day, as well as on Maundy Thursday and Good Friday.

Regular operations will resume on April 6, 2026.

🔎 Ano ba ang Affidavit of Recantation?

Ito ay isang sinumpaang salaysay kung saan ang complainant (biktima) ay binabawi o binabago ang kanyang naunang pahayag laban sa akusado.

⚖️ Epekto nito sa VAWC Case

1. ❗ Hindi automatic na ibabasura ang kaso

Sa batas, ang VAWC ay krimen laban sa Estado, hindi lang sa babae.

👉 Ibig sabihin:
Kahit umatras ang complainant, puwedeng ituloy ng prosecutor ang kaso kung may sapat na ebidensya.

2. 💣 Pero puwede itong magdulot ng “reasonable doubt”

Dito nagiging critical ang recantation.

Sa VAWC, isa sa pinaka-importanteng elemento ay:
👉 Emotional o psychological suffering ng biktima

Kung ang mismong biktima ay nagsabi:

“Hindi naman ako nasaktan o nagdusa”

➡️ Nawawala o humihina ang ebidensya ng krimen.

📌 Resulta:
👉 Nagkakaroon ng reasonable doubt
👉 At kapag may reasonable doubt → acquittal (abswelto)

3. ⚖️ Hindi laging pinapaniwalaan ang recantation

Mahalagang tandaan:

👉 Ang courts ay generally suspicious sa recantation dahil:
• Baka may pressure, pananakot, o bayaran
• Baka nagbago lang ang isip

📌 Kaya:
Hindi basta-basta tinatanggap ang recantation kung:
• Mas matibay ang original testimony
• May ibang ebidensya (medical, witnesses, etc.)

4. 🧠 Kapag tinamaan ang “element ng krimen,” malaki ang epekto

Sa case na binanggit mo:

👉 Tinamaan ng recantation ang core element:
• Emotional / psychological abuse

📌 Kaya sinabi ng Supreme Court:
Hindi puwedeng ipilit ng Estado na may suffering kung ang complainant mismo ay nagsasabing wala.

➡️ Resulta: Acquittal

💡 Practical Takeaways

✔️ Kung magfa-file ng VAWC case:
• Dapat sigurado at consistent ang statements
• Dahil ang pagbabago ng kwento ay puwedeng magpahina ng kaso

✔️ Kung may recantation:
• Hindi automatic panalo ang akusado
• Pero malakas itong depensa lalo na kung essential element ang naapektuhan

✔️ Emotional abuse cases:
• Mas sensitibo dahil kadalasang nakabase sa testimony ng biktima

🧾 Bottomline

👉 Ang Affidavit of Recantation ay hindi magic na “case dismissed”
👉 Pero kapag naapektuhan nito ang mahahalagang elemento ng krimen (lalo na suffering):

➡️ Puwede itong magdulot ng reasonable doubt

(Katarungang Pambarangay)

May pagkakaiba ang matibay na opinyon at ang tamang opinyon. Malinaw itong iginuguhit ng Local Government Code. Kung magsasalita tayo tungkol sa batas sa harap ng publiko, may pananagutan tayong tiyakin na tama ang ating sinasabi.

Ang ating MLGOO na si Dexter Narrido ay kamakailan lamang naimbitahan bilang resource speaker sa isang talk show. Lumitaw ang isyu mula sa maling pahayag na ang mga barangay umano ay walang kapangyarihang magpatawag o mag-utos ng pagdalo ng mga partido at saksi. Si Dexter ay tama na itinuwid ito at binanggit ang tamang probisyon ng batas sa ilalim ng RA 7160:

Ang Seksyon 515 ng Local Government Code ay nagsasaad:
“Ang pagtanggi o sinadyang hindi pagdalo ng sinumang partido o saksi sa harap ng lupon o pangkat alinsunod sa ipinadalang summons batay sa mga probisyon ng Katarungang Pambarangay… ay maaaring parusahan ng lungsod o municipal trial court bilang indirect contempt of court, kapag may inihain na aplikasyon ng lupon chairman, pangkat chairman, o alinman sa mga nag-uusap na partido.”

Hindi “pinipilit” ng barangay ang pagdalo sa parehong paraan ng mga hukuman. Ngunit tinitiyak ng batas na ang mga summons na inilalabas sa barangay proceedings ay hindi basta walang bisa o papel lamang. Bagama’t ang barangay ay walang kapangyarihang magpataw ng contempt gaya ng korte, malinaw na nagbibigay ang batas ng paraan upang maipatupad ang pagdalo sa pamamagitan ng hukuman.

Dexter, huwag kang mag-alala. Hindi lamang ang iyong sarili ang iyong kinatawan, kundi ang bawat MLGOO na tahimik at masusing nagtatrabaho upang maisabuhay ang batas sa antas ng komunidad. Nasa panig mo ang batas, at higit pa rito, ang institusyong iyong pinaglilingkuran.
