As part of a strategic leadership reshuffling aimed at further strengthening regional field operations, the Department of Agriculture (DA) has designated Fidel L. Libao as Regional Executive Director (RED) of the DAโRegional Field Office I (DAโRFO I) through a Special Order signed by DA Secretary Francisco P. Tiu Laurel Jr., effective January 9, 2026.
The leadership realignment forms part of a long-planned management initiative of the DA to develop well-rounded, adaptive leaders by exposing senior officials to diverse regional contexts each with distinct agricultural systems, cultures, and environmental conditions so they can respond more effectively to the evolving challenges of the agri-fisheries sector.
As part of the reshuffling, Engr. Dennis I. Tactac shall now fully discharge his duties as Regional Technical Director for Operations with DA-RFO I, his original plantilla position. Engr. Tactac previously served as Officer-in-Charge Regional Executive Director of the DA in the Ilocos Region, a role he performed with dedication, professionalism, and commendable leadership.
Meanwhile, a native of Lipa City, Batangas with a farmer background and as a career public servant, RED Libao brings nearly four decades of experience in agriculture and public service. He began his government career in 1986 at the Bureau of Animal Industry and has since held various key technical and leadership roles within the DA, including Research Division Chief, Regional Technical Director for Research and Regulations, Integrated Laboratories, and later RTD for Operations. His last post prior to his designation in Ilocos Region was Regional Agriculture and Fishery Council Executive Officer and as OIC-Regional Executive Director of DA-CALABARZON. He holds academic degrees in Animal Husbandry, Master's Degree in Animal Science, and Public Administration.
As RED of DAโRFO I, Director Libao is expected to further strengthen farmer-centered programs, enhance service delivery, and advance agricultural productivity and income in the Ilocos Region.
DA calls on its partners and stakeholders to extend their continued support as it advances reforms and leadership initiatives toward a more resilient, dynamic, and service-oriented agriculture sector.
