If anyone has any info on where her sire's owner, Rocke Bell might be or how to get ahold of him it'd be greatly appreciated to know.

Talker is now in Roseburg Oregon at the Clouds and Clover Race Horse Rescue where her owner is training other horses so she can be there with her :)
