Based on the latest Supply and Demand report from the Sugar Regulatory Administration (SRA) that is available to CONFED, the estimated losses in the sugar industry due to the crisis is over P15 billion.

CONFED thus calls upon the Department of Agriculture and SRA for transparent and proactive governance through stakeholders’ consultations, to work on measures to address major critical threats such as: competition from imports and sugar substitutes, high production costs, low millgate prices, widespread Red-striped soft scale insect (RSSI) infestations, the looming Super El Niño forecasted in the last quarter of this year, and the loss of confidence among affected producers in the future of sugarcane farming.

Food importation, smuggling and policy failures have weakened Philippine agriculture, deepened farmers’ losses and left consumers vulnerable to recurring price shocks.

EXCERPTS:

Sugar importation has been similarly troubled.

In crop year 2025-26, over-importation depressed farmgate prices by 38%, resulting in ₱7.28 billion in direct losses and ₱19.78 billion in losses when indirect effects were included.

Six systemic pressures — over-importation, El Niño, RSSI infestation, rising fertilizer and logistics costs, labor expenses and alternative sweeteners — converged to weaken the industry.

Planters who have sugarcane areas affected by RSSI are requested to report to The Sugar Association, Inc. (TSA) as soon as possible and provide the following information:

Name of planter, Farm location, Hacienda Name, Estimated degree or severity of RSSI infestation by answering the form attached.

We encourage all affected planter-members to submit their information at the earliest opportunity so that immediate assistance can be provided.

The farmer-members, Board of Directors, Officers, Management, and Staff of VICMICO PLANTERS COOPERATIVE join the sugar industry in mourning the passing of our Chairman, Jose Ma. “Joemarie” Montinola.

Chairman Joemarie was a pillar of the sugar industry, a progressive farmer, and a leader of uncommon warmth and conviction who remained engaged and devoted to the very end. His wisdom, fortitude, and compassion enriched countless lives and will be sorely missed.

We offer our prayers for the eternal repose of his soul and extend our deepest sympathies and heartfelt love to his family and all who grieve his passing.

Eternal rest grant unto him, O Lord, and let perpetual light shine upon him. May he rest in peace.
