KS1 (Kindergarten to Grade 3) promotion being developmentally appropriate and non-punitive,
promotion decisions based on the learner's overall progress and interventions received, and
possible retention within the grade level for learners with significant difficulties in foundational literacy, numeracy, or developmental competencies despite sustained interventions,
