And by water user, I mean - fishermen, rafters, farmers, ranchers, Bend surf park users, Deschutes River enthusiast, environmentalist, and everyone else in the Deschutes Basin who eats, drinks, and recreates every day in our beautiful slice of paradise known as Central Oregon.
