Good morning brothers,

I wanted to take a moment to explain where we are with House Bill 657.

As you know, 657 has been in the custody of the House Wildlife Resources Committee since April 2025. We were fortunate that speaker Destin Hall decided to send the Bill to Wildlife instead of Judiciary or some of the other committees. Following scrutiny of the Bill, Committee Chairman Ben Moss, was determined not to allow the Bill to be heard in the Committee which effectively stopped the Bill from advancing.

As you are aware, lobbyist from several animal activist organizations descended upon the House in search of a procedural exception that could force the Committee to hear the Bill or allow the Bill to proceed to Judiciary Committee or House floor.

Fortunately, our quick actions did apply enough pressure and awareness on House leadership, and the Wildlife Committee to dissuade a procedural exception.

Consequently, we then learned that the lobbyist were going to try and add the language to the agriculture ‘Farm Act’ legislation. Fortunately, they can't add it, because the Farm Act was a conference report negotiated between the two chambers so there are no amendments, just an up or down vote in the committees and on the chamber floor.

As of last night, the lobbyist are once again going to try to force HB-657 from the Wildlife Committee. There is a seldom use mechanism that would allow the Bill to advance from the Committee to another Committee or to the House floor, but it would have to be an extremely worthy reason for the House leadership to invade the sanctity of a standing House Committee.

Consequently, PLEASE reach out and contact the Representatives on our target list, focusing on the Wildlife Committee and House Leadership.

Of course, be respectful and brief. Emails works very effectively, but phone calls are useful tools too. Try to spend time today doing this, because these lobbyist are working hard this morning.

Make sure the people that hunt with you are aware of what’s going on and that they two are calling and emailing.

STOP HB-657

Based on the North Carolina General Assembly status for HB 657 (2025-2026) as of early May 8, 2026,

HB 657 (titled "Duke’s Rescue Act") was filed in April 2025 and referred to the House Wildlife Resources Committee.

Crossover List: As of the 2025 crossover deadline, it did not pass both chambers and therefore did not make the primary crossover list to remain active for the 2026 session, unless it is moved through a procedural exception.

Moving to Floor: While it is technically possible for a bill to be brought out of committee, the bill is currently pending in the House Wildlife Resources Committee.

Note: There are other bills with similar intent and language in other states (e.g., Florida) that have moved forward.

We are asking all hunters who use dogs, to send a email and phone call to your Representative, this should be done on Monday evening (May 11) or Tuesday (May 12). Tell your Representative(s) to oppose this HB-657 in all regards.
