In the summer of 2024, a Listeria outbreak traced to a Boar’s Head deli meat plant in Jarratt, Virginia killed ten people and hospitalized 59. Federal investigators documented years of filth at the facility — mold, insects, dripping condensation — that USDA inspectors had repeatedly walked past without shutting it down.

The DOJ was formally asked to determine whether criminal charges were warranted. The USDA Inspector General opened a review of how its own inspectors let the plant keep operating. Two members of Congress referred the matter directly to the Attorney General. USDA refused FOIA requests for inspection records, citing an active law enforcement investigation.

That was twenty months ago. The plant has since been rebuilt and reopened. The news cycle has moved on. Congress pushed back hard. The Fiscal Year 2026 Agriculture Appropriations Act included a clear directive to keep BARC open. 92% of public comments submitted to the USDA expressed strong opposition to the closure. Maryland lawmakers called the move illegal. The USDA moved forward anyway.

The official reason? Efficiency. The unofficial reality: the site supports roughly 1,000 jobs and the research it produces is what makes FDA recall investigations possible.
