The ORA’s Elevating Outdoor Recreation Business Contest is now open for new or expanding businesses and services based in Venango County.

Eligible businesses include outdoor recreation services such as outfitters, but also production businesses such as the manufacturing of fishing rods or bicycles.

“This contest is an excellent opportunity for dreamers to become doers,” said Kim Harris, ORA Outdoor Recreation Manager, who is spearheading the contest. “Contestants can formalize an idea and win the funds to bring it to fruition.”

The first step is writing a concept paper, which is due to the ORA by 4 p.m. Thursday, April 9, 2026 via email to [email protected], or mail or hand delivery to 217 Elm St., Oil City, PA 16301.

Up to five finalists will be chosen by a panel of judges based on submitted concept papers. Contestants will be notified if they are a finalist around May 14, 2026. Finalists must submit a Business Plan by 4 p.m. Thursday, August 6, 2026.

Finalists are required to give an oral presentation of their business plan to the contest’s judges around Thursday, August 20, 2026. If the judges determine no entry meets the criteria, the ORA reserves the right to withhold awarding prizes.

If winners are selected, they will be announced during the Allegheny River Music and Arts Festival in Oil City Friday, September 11.

The first place prize is $10,000, and a second place prize of $5,000 will also be awarded.

Full details, including exact deadlines, and applications are available on the ORA’s website at https://oilregion.org/tourism/outdoor-recreation/

Additional support for writing the concept papers and business plans is available for free from Amy Keth, Assistant Director of the Small Business Development Center at PennWest University. She can be reached at [email protected] or 814-393-1956.

The ORA is administering the contest with funding support from Venango County.

“We hope the contest is the incentive some of our local outdoor recreation enthusiasts need to launch a new venture or expansion,” said Harris.
