マンギシ大使は笹川平和財団に招かれ、第182回海洋フォーラム「太平洋島嶼国の課題と日本との連携強化に向けた展望」で基調講演を行いました。講演は、来たる7月に開催される第９回太平洋・島サミットで太平洋島嶼国と日本の首脳により、特に“ブルーエコノミー”、“ブルーリカバリー”、そして海洋資源と沿岸資源の保全と持続可能な利用に関する問題について承認される協定を実施するための具体的な行動の促進を視野に行われました。マンギシ大使は特に太平洋島嶼国の宣言された海洋境界線を気候と海洋のつながりの継続的な脅威に起因する海面上昇の開始から法的に保護する必要性について言及しました。マンギシ大使は、外務省アジア大洋州局審議官、三重県知事、PALM+G議会（太平洋島嶼国主脳+県知事議会）議長、サモア独立国大使、パラオ共和国大使とともに講演を行いました。フォーラムはYouTubeにてライブ配信されました。

Ambassador Mangisi was pleased to accept an invitation from the Sasagawa Peace Foundation on the occassion of the 182nd Ocean Forum to speak on a panel on the topic of "Challenges of Pacific Island Countries and Perspectives for Strengthening Partnerships with Japan" with a view to promoting concrete actions to implement the agreement to be approved by the Leaders of the Pacific Island Countries and Japan at the upcoming PALM9 Summit next month particularly related to issues on the "blue economy", "blue recovery", and conservation and sustainable use of marine and coastal resources. Ambassador Mangisi spoke particularly on the need to legally protect declared maritime boundaries of Pacific Island Countries from the onset of sea level rise resulting from the ongoing threats of the climate-ocean nexus. Ambassador Mangisi associated himself with the presentation of his fellow panelists the Deputy Director-General of the Asia and Pacific Island Bureau of the Ministry of Foreign Affairs, the Governor of Mie Prefecture and Chair of the PALM+G mechanism (Pacific Island Leaders + Prefectural Governors mechanism), and the Ambassadors of the Independent State of Samoa and the Republic of Palau. The event was broadcasted live on YouTube.
